Mohamed “Hakeem” Hakim, DBA, MBA
Dr. Mohamed “Hakeem” Hakim was born in 1968 in Casablanca, Morocco and graduated with a Bachelor’s in English Literature at Jaber Ibn Hayane in 1989 and Business Administration with a minor in Finance at San Diego State University in 1992. In 1994, Dr. Hakim obtained his Master’s in Business Administration (MBA) at National University before defending his doctoral thesis in Business Administration (DBA) in 2004 at UK School of Business.
Dr. Hakim is a motivational leader and business administrator, who has a proven executive management track record and over 25 years of experience driving financial growth in healthcare and research industry. Committed to fostering collaborative environments and maintaining accurate financial records while compliance with internal standards and guideline (Good Clinical Practices (GCP), 21 CFR, HIPAA, NIH)

VP & Marketing Manager
Laila Eladib, BS
Laila Eladib serves as VP and Marketing Manager of OSCM. She is a financial and marketing expert working over 6 years in clinical development. During her career, Laila has held various leadership roles with both Biopharma companies and financial institutions.
Most recently, Laila held key positions with several clinical research sites as Contracts and Budgets Manager, Business Development Manager and Business Office Manager.
Prior to moving to United States of America, she served as Assistant Branch Manager in one of the largest banks in North Africa. She lives in San Diego with her family.
Chief Operations Officer
Leo Cortes, MBA
Before joining Triwest Research Associates in 2012, Mr. Cortes was a practicing physician in Columbia. Through hard work and fresh ideas, he was promoted to Site Manager in 2015.
In 2016 Mr. Cortes was appointed as Site Director at MD Strategies then promoted to Co-Owner and Site Director at ACRC Studies in 2017.
Mr. Cortes’ clinical background and years of research experience allow him to manage the site’s day-to-day operations from site selection to study close out.
Administrator
Evelinda Villagomez
Evelinda Villagomez attended PIMA Medical Institute where she earned her Medical Administrative Assistant Certificate with a 4.0 GPA.
Evelinda started her professional career as Administrative Assistant with OSCM between 2014 and 2016. She was promoted to Office Supervisor between 2016 and 2018 before being nominated as Business Office Manager in 2019.
Evelinda currently manages the administrative team that handles all administrative tasks including but not limited to, contracts, budget negotiations, feasibilities, invoicing, accounts reconciliation, recruitment, advertising, Site visits, and much more.
Due to her strong verbal and written skills coupled with her customer service experience in healthcare setting, Evelinda acts as the liaison between administration and sites.
FINANCIAL ANALYST
Noah Hakim
Noah Hakim serves as Financial Analyst of OSCM. He earned his high school diplomat with honor at Eastlake High in 2020. He is currently attending San Diego State University (SDSU) for his bachelor’s degree in Economics. Since 2019 Noah has held several positions including; Payment and Insurance claims Representative at Cabrillo Infusion Center, Office Assistant at ACRC Studies, and Package Handler at United Postal Services (UPS).
In 2020 Noah was promoted to the Administration office. He handles various administrative roles including but not limited to month-end earnings, Invoicing and collections, business development, HR assistance, data-entry, account payables, deposits, accounts reconciliation, and other tasks assigned by management.
Noah also volunteered at San Diego Natural History Museum as Naturalist Volunteer and Glen Googins, City Attorney of Chula Vista as Campaign Team member.
Jr. Financial Analyst
Rhita Maqdad
Rhita Maqdad serves as Jr. Financial Analyst of OSCM. She earned her high school diplomat with honor at Les Ecole Riad, Morocco in 2020. She is currently attending ESCA school of Management for her bachelor’s degree in International Business and Management. 2021 Rhita completed her internship at Aksal & NESK Investment. Before she joined OSCM in 2022 to be trained on various administrative roles including but not limited to month-end earnings, HR assistance, data-entry, account payables, accounts reconciliation, and other tasks assigned by management.
Rhita also was very active member of the humanitarian Dept at her School ESCA school of Management. She managed the distribution of donations to people in the rural areas and worked closely with other associations.
